The Electric Library (www.elibrary.com) lets you search periodicals over the Internet.

Create ten keyworks and a sentence to describe your site.
Use those keywords in a meta tag.
Use keywords at the begining of the page. Most search engines only index the first X characters of each page.
Choose title carefully. In particular, Yahoo searches will list pages whose titles match a search. So if you have a page covering "topic X" but its title does not include the phrase "topic X", other sites that do have that phrase in their title will have an advantage over yours.

Inktomi (www.inktomi.com) provides search-engine technology for other sites.
Dave Central (www.davecentral.com) may have some good stuff.
Link exchanges (www.linkexchange.com) and banner ads may be useful, though often cheesy.
Web rings (www.webring.org) can also be useful.
Usenet (Internet news) may be a good place to promote your site.
